The CTCleanEnergyOptions program was developed as a collaborative effort under the direction of the Connecticut Department of Public Utility Control (DPUC), the state agency
responsible for regulating electric utilities. The collaboration included the Connecticut Office of Consumer Counsel, an independent state agency responsible for representing customers of Connecticut's regulated utilities; the two major electric utilities in Connecticut, The Connecticut Light & Power Company and The United Illuminating Company; the Connecticut Clean Energy Fund; and various non-profit organizations; SmartPower; Clean Water Fund, Environment Northeast, and the Interreligious Eco-Justice Network. The two clean energy suppliers, Community Energy and Sterling Planet, were chosen through a competitive bid process administered by the DPUC.
 
 

The CTCleanEnergyOptions.com and GoCleanEnergy.com websites were developed initially by SmartPower in consultation with the organizations listed above. SmartPower is a non-profit marketing campaign dedicated to promoting clean, renewable energy and energy efficiency. SmartPower encourages institutions and individuals to support electricity generated from wind, solar, small hydro and other clean energy sources.
